Q&A District IV Area Board and Town Hall Meeting
Thank you for your interest in Gwinnett County Public Schools and participation in the 2025 Area Board and Town Hall Meetings. As shared during the meeting, all questions are being addressed either live or with responses posted on the district website. The question submission tool used during the event is interactive and allows participants to “upvote” questions that resonate with them. Questions containing profanity were not accepted. Questions targeting employees have been included, but identifying names and titles have been removed.

- What does "additional literacy specialists" in elementary and middle schools look like?
- Wouldn’t it be better to tie the retention bonus to teachers loyal to GCPS instead of creating divisions between employee groups?
- How are the schools gonna keep the students safe in school from guns, knives, etc.?
- “The average SAT score at Shiloh is 912. How does that reflect readiness for college or competitive careers?”
- Why haven't more schools been built in this cluster despite population growth? Also, how do some leaders remain in their positions after losing staff?
- Credit recovery is not preparing our students to be productive in our communities, can the district create a better option?
- “What efforts are underway to provide high-tier career pathways in STEM or business for District 4 students?”
- Will the board move forward will the superintendent selection and consider an appointment to ensure a smooth transition for our students and community?
- Who will be part of the committee responsible for selecting the next superintendent? Will community leaders, principals, & other key stakeholders be considered?
- When board members say “I have a real job” when discussing their meetings and work with GCPS, it is a swipe at that work. Do they recognize the disrespect?
- Ok Dr. Simmons, your 40+ hour weeks are a part of your elected role. Why are you making a big deal about a choice YOU made?
- If avg term for supt is 3-4 yrs, is that enough time to enact successful change? How do we avoid frequent supt turnover?
- Dr. Simmons, as an elected official, why are you accepting a stipend from GCPS? Wouldn’t that money be better spent on special education and Title I teachers?
- Why does Dr. Simmons seem upset with the staff when she asks them so many questions in the work sessions?
- Why conduct a nationwide search when our own Dr. Taylor has what GCPS needs in a Supt
- Dr. Simmons please list your top 3 priorities for District 4 and how will you measure progress?
- How will GCPS safeguard against excessive spending on another superintendent buyout?
- “Where is your advocacy for students who face academic barriers due to poverty and cultural exclusion, not just language?”
- Dr. Simmons why did you deem it necessary as your first duty as Chair to remove the Superintendent without cause? What was your concerns?
- “Why is your focus largely on MLL learners when Shiloh is 67% Black and 65% economically disadvantaged?”
- What steps is the board taking to address the discrepancy between graduation rates and actual student learning, and to support teachers in prioritizing mastery?
- Will we consider banning student cell phones on all levels?
- “Parkview has a 1041 SAT average, Brookwood is 1100, but Shiloh is 912. What’s being done to close this gap?”
- Why does Buford City Schools join GCPS in asking for E-SPLOST? Wouldn’t GCPS get all the proceeds otherwise? Let Buford be its own island, gouging on utilities!
- How are teachers supported in learning how to use technology tools to maximize student learning of skills and content of their course?
- What are the plans to continue IEPs and 504 if the feds no longer have oversight?
- Is there a strategic district safety & security plan? I see solutions like Centegix, Weapons Detection, etc. but where can we view the high level plan/approach?
- Will the district implement a strong and supported district-wide cellphone policy?
- What efforts are being made to hire and retain Highly Qualified Special Education teachers, and how are principals held accountable for this?
- Students are entering middle school who struggle to read. Why does the county promote students to the next grade when they need more support earlier?
- “What steps are being taken to ensure professional learning for MLL instruction results in real classroom practices?”
- Why is Gwinnett using an AI tool to read students’ names at graduation? It seems impersonal and cold for a usually celebratory ceremony.
- Are there plans to recruit and retain CERTIFIED teachers in our Title 1 schools?
- Has there been any thought to increasing vacation days to help salary packages stay competitive?
- Has the district considered increasing paraprofessional pay? How is it addressing the shortage?
- Can Dr. Simmonds discuss the Adapted Curriculum classrooms you have visited and your commitment to providing them with adequate resources?
- Dr. Simmons, what are you specifically doing to support Shiloh Cluster schools? It seems like you are targeting the cluster rather than supporting it.
- Is the county looking at how much Chromebooks for students is actually costing the school system? The # of student broken devices at my school is astounding.
- Why do people have to pay to wear jeans...?
- Why are laptops still being used? Which is causing students not to understand the tadeonal way of learning. The laptops are doing the spelling and writing. When will the teacher actually teach students?
- “How does Shiloh ensure that a diploma represents real competency in core subjects and not just attendance?”
- How show support to our clerks as far as raising the pay? I feel that clerks should be recognized as well.
- How are students in Special Education being supported by county initiatives?
- Will the district help with additional support with programs like Securely? Too much AI is being used by kids.
- Special education, teachers are overloaded with cases. Will you please consider what can be done to increase the number of special education teachers?
- Behavior and classroom management is major. What things are in place to support teachers with this?
- My child says they are never able to check out books from the library. All they do is use their LA book for class reading. How is this helping them?
- Is there a possibility that teachers can be paid additional pay when covering classes during their planning periods?
- How much of a pay raise will teachers receive for the 2025-2026 school year?
- A 75% vs. 38–48% gap is huge and suggests teachers either misunderstood expectations, or there is a culture where people report what leadership wants to hear,
- We need to think about additional Pre-K units or an early learning school. This would be great for the community and an incentive to move and work in GCPS.
- Our achievement scores have decreased since the implementation of the 1-to-1 technology implementation. Will we decrease our dependence on technology?
- How will failing schools be funded if enrollment decreases and per pupil funding is cut?
- What role does the board play in the principal selection process?
- “Shiloh is 65% economically disadvantaged. Why aren’t more board priorities addressing poverty-related barriers to achievement?”
- “Why is Shiloh rated 4 stars for climate when a stabbing occurred recently inside the school?”
- “How was a 4-star climate rating maintained when a gun was found in a middle school student’s backpack?”
- What effects will the dismantling of the Depth of Education have on our schools. What is the plan to keep our school system functioning & adequately funded?
- What is being done to support schools with extreme behaviors? A third GIVE center?
- What were the reasons for hiring principals to lead in a school district in which they had never taught?
- Why does the board approve out-of-state Principals when local candidates are available? Some lack commitment to the GCPS Blueprint?
- What scientific evidence supports HS start times as early as 7:00 am, given the natural sleep phase delay in humans of ages 13-18?
- Will you protect against Title 1 funds being used to expand “school choice”?
- “WestEd found teachers reported 75% rigorous practice for MLLs, but observed rates were only 38–48%. Why such a gap?”
- “How does GCPS explain the major gap between reported and observed rigorous practice for MLL instruction?”
- “When will parents see transparent, measurable targets for CCRPI, SAT, and college readiness at each District 4 high school and for every student?
- “Why is there growing distrust in district data when lived experiences and external reports show much worse outcomes?”
- Will there be another bonus?
- Will the district ever consider Work From Home for ISC staff? Majority of work is done digitally, it currently feel counterproductive to work-life balance.
- Would GCPS support a four day work week? The fifth day could be used for meetings, grading, etc. this would attract and retain staff.
- Will GCPS consider hybrid work at the ISC?
- “What measures are in place to ensure students aren’t pushed through the system without true readiness?”
- Fair is not equal and neither is equity, however we still use an outdated formula to staff our schools and provide wrap around services, will this change?
- In order to compete with other districts, are Gwinnett teachers receiving a cost of living pay comparable to other urban districts in Atlanta (Cobb and APS)?
- When is the AI teaching coming to the southern part of the county?
- “How are you ensuring students in high-poverty schools like Shiloh receive access to the same rigor as Brookwood or Parkview?”
- “Brookwood’s CCRPI is 45.4, Shiloh’s is 14.8. What is your strategy to ensure academic equity across your district?”
- Research indicates that 90% of brain development occurs before kindergarten. In light of this, share the district’s initiatives for our Early Learning Program?
- Dr. Simmons how confident are you in your ability to hire a qualified Superintendent given the district is on its 3rd Superintendent in less than 4 years?
- Is there a plan to pay subs more? We cannot get subs. Nearby districts pay much more than we do.
- “Why doesn’t the board use independent rankings like U.S. News to hold itself accountable for real national competitiveness?”
- What is being done to make GCPS more competitive (pay and benefits) with neighboring districts?
- The current pay at GCPS is not meeting the consistently rising costs in the Metro-Atlanta area, there needs to be a change so people can survive.
- Will the names of the finalists be released, or will only the successful candidate be shared?
- Schools in our cluster are already crowded. When will a new school be built instead of just expanding the current one?

- “How are students expected to succeed after graduation with only 31% reading/math and 27% science proficiency?”
- “What targeted supports are in place to raise SAT scores so Shiloh students have viable college opportunities?”
- “How does the low AP pass rate reflect on the effectiveness of college prep efforts at Shiloh?”
- Is it possible to provide ongoing Spanish language training for interested teachers?
- With the growth in Area 4, are new middle and high schools being considered. It’s needed very much. Every week there’s a new subdivision being built.
- Can the county look into providing additional sensory-friendly playgrounds for schools who serve large populations of autistic students?
- What steps are schools taking for reducing waste of lunch food. And is there any plan for recycling.
- How does the district determine infrastructure and improvement needs for schools? My child's school is old and has many needs but isn't listed for improvement.
- Can the county look into connecting the elementary gyms to the main buildings and adding restrooms nearby?
- “Will you commit to a goal of raising all District 4 high schools to a CCRPI score of 75 or higher?”
- “What percentage of Shiloh graduates need remedial coursework upon entering college or technical school?”
- “Does the climate survey accurately reflect real safety concerns, or is it being used to mask problems?”
- GCPS leadership (APS and principals) needs to have district provided devices for investigations. Is this possible?
