Board Committees

Supporting Thoughtful Governance and Community Voice

The Gwinnett County Board of Education functions as a governing body, making decisions that impact more than 180,000 students and thousands of staff members. While the Board acts as a whole when taking official action, it may establish committees to study specific issues more deeply and efficiently.

Board committees operate under Policy BCC – Board Committees Charter, which outlines how committees are formed, how they function, and how they support the Board’s work.

Policy BCC establishes a clear framework for the formation, operation, and sustainability of Board committees.

Why Committees Exist

Committees are created as needed, and/or as directed by the Board in collaboration with the Superintendent, to assist in studying identified issues, concerns, or mandates facing the district. Committees support the efficiency and effectiveness of the Board’s decision-making process.

Successful committee work relies on:

  • Distributive leadership

  • High levels of collaboration

  • Partnership with the Superintendent, district staff, and key stakeholders

 

Foundational Principles

Under Policy BCC:

  • No more than three Board committees may operate at the same time.

  • Committees are advisory in nature and may not make binding decisions.

  • Committees perform duties and functions as determined by the Board.

  • Committees prepare recommendations for full Board consideration.

  • The Board retains the right to make all final decisions.

Committee meetings are open to the public and operate in accordance with the Georgia Open Meetings Act.

Committee Structure

Each committee must have:

  • A clearly defined purpose, objectives, and scope of work

  • A Chair and Vice-Chair appointed by the Board

  • Operational guidelines, including meeting schedules and agenda procedures

  • Clear expectations for membership and participation

Committees may include representation from a broad cross-section of the GCPS community, including:

  • A student representative

  • A school-based staff member

  • A district-level staff member

  • A local or state elected official

  • A community member

Committees are responsible for providing recommendations to the full Board and may develop implementation strategies in collaboration with the Superintendent and administrative staff to ensure feasibility.

Each committee provides reports to the Board on the progress of its work, and the Board reviews committees annually or as needed.

Commitment to Transparency

Through Policy BCC and its committee structure, the Board ensures:

  • Transparent and open meetings

  • Clear committee purpose and scope

  • Public reporting of recommendations

  • Collaborative implementation planning with district leadership

This structure supports strong governance while honoring the Superintendent’s responsibility for district operations.


The Policy Committee

Chair: Ms. Rachel Ruffin Stone, District I

Vice Chair: Dr. Tarece Johnson-Morgan, District V

The Policy Committee is one of the Board committees established under Policy BCC. Its purpose is to support the Board in reviewing and studying Board policies to ensure they are clear, aligned with law, and responsive to the needs of students, staff, and the community.

What the Policy Committee Does

The Policy Committee may:

  • Review existing Board policies
  • Study proposed policy revisions
  • Consider new policy recommendations
  • Review legal guidance and research-based practices
  • Incorporate stakeholder input
  • Prepare recommendations for the full Board

As with all Board committees, the Policy Committee is advisory only. It does not take final action. All policy adoption, revision, or rescission occurs through a vote of the full Board in a public meeting.

How Policies Are Reviewed

Policy review typically includes:

  1. Identification of Need
    Policy updates may be prompted by changes in state or federal law, district priorities, operational needs, or community input.

  2. Committee Study
    The Policy Committee reviews relevant data, legal guidance, research-based practices, and stakeholder feedback.

  3. Draft Development
    Recommendations are developed for Board consideration.

  4. Public Review
    Draft policies are posted publicly for review prior to final action.

  5. Board Action
    The full Board discusses and votes on policy matters during a public meeting.

The Board values stakeholder engagement in policy development.
