Board Summary Reports
The minutes of this meeting will be presented to the board for approval at the next board business meeting. This summary is posted as a service to our community, providing a high-level recap of the information presented to the Board of Education and actions taken during the business meeting. Work Session (2:00 p.m.)
Dr. Shanna Ricketts, Executive Director of Research, Evaluation, and Analytics, will present information about the Class of 2025. The presentation will include a demographic overview of the cohort, an analysis of academic performance during their high school career, and the 2025 graduation rate, disaggregated with regional and national comparisons. The information to be shared aligns with the following Blueprint Key Performance Indicators:

- 4.A Excellence – Preferred Education Destination – 4-year Graduation Rate
- 4.B Excellence – Post-Secondary and Workforce Readiness – CTAE Pathway Completion
2.01 Human Resources Report
Cathy Hardin, Chief Human Resources Officer, updated the Board on current information related to the staffing needs of Gwinnett County Public Schools.
2.02 Monthly Financial Update
Masana Mailliard, Chief Financial Officer, provided a monthly financial update.
2.03 Legislative and Policy Update
Dr. David Goldie, Legislative and Educational Policy Administrator, provided the Board an update on on changes that have been made in accordance with policy and/or mandates in state and/or federal law.
2.04 Business Meeting Agenda Items
Time designated for questions regarding items on the Board agenda that will require a vote at the 7:00 p.m. Business Meeting.
2.05 Anticipated Presentations for the November 20, 2025 Board Meeting
Interim Superintendent Dr. Al Taylor will share the anticipated presentations for the November 20, 2025, Board Meeting: E-SPLOST Update.
3.01 Governance Team Communications
During the time designated for Governance Team communications the board members discussed feedback from the consultant at the September training meeting on board meeting work sessions potentially being on separate days from the meeting, the amount of time spent on questions in work sessions, and the amount of time used for board comments at the end of business meetings and whether a parliamentarian to keep time was needed, and then the board meeting went into Executive Session.

Monthly Superintendent Reports on Human Resources, Monthly Financial Report, and the 2022-2027 Building and Construction Report were presented to the board for approval or as informational items. The board approved the FY2027 Budget Development Calendar, and the Board also voted to uphold student discipline decisions made in executive session.
Leadership Appointments:
- Ms. Wendy C. McDonald - Gwin Oaks Elementary – Principal Effective 01/02/2026. Ms. Wendy McDonald is recommended to be appointed Principal at Gwin Oaks Elementary. Ms. McDonald currently serves as Assistant Principal at Trickum Middle and is a graduate of the 2025 Quality-Plus Leader Academy, Aspiring Principal Program, Cohort 17, and the 2020 Quality-Plus Leader Academy, Aspiring Leader Program, Cohort 11.
- Mr. Alex "Hunter" H. McRae - Jordan Middle – Principal Effective 01/02/2026. Mr. Hunter McRae is recommended to be appointed Principal at Jordan Middle. Mr. McRae currently serves as Assistant Director of Community Schools in the Division of School Improvement and Operations and is a graduate of the 2023 Quality-Plus Leader Academy, Aspiring Principal Program, Cohort 16, and the 2013 Quality-Plus Leader Academy, Aspiring Leader Program, Cohort 4.
9.01 – 9.02 New Business
The board voted to place the proposed 2026 School Board Meeting Calendar on the table for review, the dates will be adopted by the Board at the December 18, 2025, Board Meeting. Policy IDE - Competitive Interscholastic Activities, Grades 6-12 revisions were approved by the board to be placed on the table for review until the November 20, 2025, Monthly Meeting.
Public Comments
Four students and thirteen citizens signed up to address the board during public comment periods, two did not speak who did sign up.
Governance Team Comments
Time is designated at the end of the business meeting for Governance Team comments from the board members and superintendent.
