Capital Plan 2022-2027

School construction and other capital needs included in The Capital Plan 2022-27 are outlined below. Projects included in this capital plan were identified and funded by the continuation of an E-SPLOST approved by the taxpayers of Gwinnett County in November 2020. To jumpstart the plan, the 2020 E-SPLOST vote authorized the school system to sell G.O. bonds to be repaid with sales tax proceeds.

District staff provides a monthly update to the Gwinnett County Board of Education regarding the execution of the capital plan during regular business meetings.

Districtwide Capital Plan Priorities 2022-2027 include but are not limited to the following:

Facility Improvements

  • Approximately 24 HVAC system renewals, 31 new roofs, 48 playground structure replacements, and 24 paving projects.
  • Approximately 26 projects adding CTAE lab space, 57 carpet replacement projects, and 26 interior renovations including three (3) cafeteria projects, and one (1) theater.
  • Over 2,000 small-scale capital efforts for our school facilities in need of replacement or significant repair (i.e. electrical, HVAC/mechanical, plumbing, doors, windows, etc.).
  • Purchase of over 340 school buses and additional support vehicles for growth and replacement, including 80 vehicles for safety and security.

Safety & Security Improvements 

  • Upgraded existing school intercom systems to an IP system to enhance its performance and capability.
  • Significant upgrades, including state-of-the-art HD camera technology, new visitor check-in process, and controlled access for visitors. Security vestibules were installed in all schools. Security fencing provided at elementary schools.
  • Cybersecurity upgrades to improve system resilience against threats.

Technology Improvements

  • New staff computers, audiovisual equipment, speakers, printers, and broadcast studios.
  • Digital tools that expand the walls of the classroom, fostering collaboration and nurturing creativity and innovation.
  • Improvements to Network Infrastructure including an IP phone retrofit, firewalls, and upgraded servers.

Other Improvements

  • Recent adoptions include high school fine arts, middle and high school foreign language, health/PE at all levels, ELA at all levels, math at all levels, social studies at all levels, and middle and high school CTAE.
  • Furnishing, Fixtures, and Equipment (FF&E) provided for all new construction.
  • Growth and replacement - furniture, instruments, PE items, and performing / fine arts equipment.
