The Facility Planning and Construction team is responsible for the planning, design, and construction of the buildings and facilities of Gwinnett County Public Schools. This department manages new school construction, building additions, major renovations, and select capital renewal projects, planned on a 5-year cycle in alignment with the GA DOE facility planning process. This 5-year cycle is referred to as our GCPS Capital Plan, and projects completed under the plan are funded primarily by revenue from our 1% countywide sales tax, referred to as E-SPLOST (the Educational Special Purpose Local Option Sales Tax), that has been in place and renewed six times since 1997.

The Department of Construction and Contracts Engineering ensures that quality, cost effective facilities are provided in a timely fashion to students and educators, and adhere to our high standards. The department also monitors and reviews “in-house” and contracted or privatized services, focusing on cost, efficiency, and customer service. This department also develops new contracts that will increase acquisition flexibility, decrease the cost of obtaining the product/service, and improve the overall speed and efficiency of delivering service to the school system customer. All non-system funded (e.g., Booster Club) projects are coordinated through this office to ensure compliance with school system standards and land use plans.

The Department of Facility Planning is responsible for developing long-range system-wide building programs. Using industry best practices, Facility Planning designs quality learning environments for our students. Working closely with consulting architects, Facility Planning ensures that new facilities meet educational requirements and are designed in compliance with all codes and State Department of Education requirements.
